A compromise deal between Liverpool Council and Merseytravel looks set to resolve the concerns of the council which had threatened to halt the Merseytram project. Merseytravel's offer is that, if the project is running late they will terminate the trams at William Brown Street and postpone the opening of the City Centre loop until after 2008, tidying up the incomplete works. Liverpool Council had been worried that visitors for the Capital of Culture 2008 would find a tram system still under construction or being tested.

The collapse of talks between Liverpool Council and Merseytravel has put the whole Merseytram project under threat. Councillors have been told that the opening of the system in time for Capital of Culture 2008 cannot be guaranteed, and they have called for the project to be postponed, as they do not wish the city to be seen as a building site by the thousands of extra tourists.

Merseytram have postponed the bidding process so that the two preferred consortia can bid for Lines 1 and 2. The previous schedule called for the winner to be announced in June, but this has now been put back to the end of the year, with construction to start in early 2005.

Two consortia have been selected to move on to the final stage of the bidding process. They are M-Tram (Mitsubishi/Serco/Nedrail) and Keolis/PB. The two organisations will now go on to produce best and final bids.
